Support Email as a destination. Only send slack messages when important changes happen that affect flag evaluation and not things like adding links. Include a description of what changed in the flag.

### Experiment Change Alerts Improvements

**Description:** Email as a destination. Alerts fire only when flag evaluation changes — not on cosmetic edits. Each notification includes a description of what changed.

**Why:** Alert noise from cosmetic experiment edits drowns out changes that actually matter. No email delivery option existed. Now, the right people hear about it through the right channel, with context on what actually changed — not noise from every description edit. For Agents, this means they have a clearer signal when monitoring or referencing experiments. Filtering out cosmetic edits reduces false triggers in agent workflows watching for meaningful flag evaluation changes.
