Time-between and tag-based throttles
Previously, you could have a single global limit for how many guides or surveys could be shown to a user per day/week/month/session. Now, you can also configure how much time has to pass before a new guide is shown. Additionally, you can add tag-based throttles that limit the number of guides or surveys with a specific tag that can be displayed within a specified period.

Why: We want guides and surveys to be non-annoying, and this resonates very well with our customers, who frequently ask for more fine-grained throttling capabilities.
